I leave my Linksys router open and I also have a FON router. I use a different router for file access so it is ok and the password is changed on my Linksys router.

So we're losing something in the translation, I fear. Oh well. I can't tell if you mean the ISP wants people to share (which would make it legal) or doesn't want people to share.
